(Note.

Formosa had been ceded to Japan by China at

the time of his birth).

(a) That Yeap Sang Ioon was registered in this Consulate

as a British Protected Person in each of the years from 1914 to 1920, inclusive, and a British subject in the year 1921 (the last cocasion on which he was registered

here).

Tote. From the Swatow Register it would appear that he was registered as a British Proteated Person at inoy Consulate in the year 1913.

(4) That Yeap Song Loon was registered as a British subject

at Tamsui Consulate in the year 1906.

My reason for declining to renew his registration as a British subject subsequently to the year 1921, and since I have been in charge of this Consulate, was, as I, of course, explained to Teap Seng Koon, solely the fact that he had not been born on British soil.

At the same time, recognising the obvious hardship inflicted in his oase by the attitude which I had taken in regard to the question of his British nationality, I gave him to understand that I would do what I would to assist him in case of necessity, but that, if asked definitely by the Chinese Authorities whether I recognised him as a Britisi subject, or not, I should perforce have to state that the exact position se concerned this Consulate.

Buch definite question was, unfortunately, put to me recently by the Commissioner for Foreign Affairs in connection with the "Tourist Hotel", a concern of which

and on which the Yeap Seng Koon olaimed to be the owner, Chinese Authorities, in pursuance of their unceasing hunt for funds, had oast their eyes as a likely source of

pecuniary gain.
